they paid a company in Pennsylvania to have that company take your piece of paper and put the information on it into a computer program. The actual lottery and all the real work was done by DOE staff. [ Reply | More

I'm sorry, I'm being so dense, but could you answer a few more questions? How do you know and what do you mean the actual lottery was done by DOE - what do you define as actualy lottery? Are you saying the sent all of the 41/3 apps to PA. Someone in PA typed names, addresses and preferences in the computer and then.....? what happened to determine placement? [ Reply | More
