n: I think when people lie about their addresses, they feel they are cheating the System which is not fair, not the kids who are zoned to live in the system. We live in Westchester because of this very issue, but even here to afford the best districts you have to pay ridiculous taxes and through the nose for a dump. So there is definitely an element of the have nots trying to get the best for their kids. Why should their kids suffer? Not defending, but also don't think these people re being "rats."
