my 4.6 yo dd gets really cold when we take her to a swimming pool although its heated to 82F. She does not know how to swim so she just hangs on to us. would really like for her to get comfortable in the water. my almost 3yo has no problems with the water temp. i know kids are different. but she wants to just sit and watch when she gets cold. i tried explaining to her if she keeps on moving she will warm up, but i think she is too scared.
