I've btdt and I think it's better to speak/write a nice note to the neighbors before you put in a complaint. Remember, they may torture you more on purpose. It could become an even more stressful situation. [ Reply | More

Complaint to whom? The police aren't going to do anything about singing. You practically have to fly a jet through an apartment building for the police to react. [ Reply | More

Who will do what? They will notify the police. But the police won't do anything. Unless you have a condo association, co-op board, or management company that will do something, you are better off focusing on sound proofing. [ Reply | More
